Develop the skills of new scientists and to increase the scientific capacity, ensuring the possibilities to start a career of new scientists in scientific institutions and with enterprises, as well as improvement of research competence, renewal of human resources and increase of the number of qualified specialists. |

Actions planned within the scope of the activity shall be directed towards the achievement of the objective specified in the activity objective and Cabinet Regulation No. 35 of 9 January 2024, Regulations for implementation of Activity 1.1.1.9 of the specific objective 1.1.1 "Developing and enhancing research and innovation capacities and the uptake of advanced technologies" of the European Union Cohesion Policy Programme 2021-2027. |

International evaluation of the scientific quality of research applications is carried out by experts included in the European Commission's expert database, applying the evaluation approach and principles of the Marie Curie programme “Post-doctoral scholarship” of the European Union Framework Programme for Research and Innovation “Horizon Europe”. |

Compliance assessment of research applications |
Before granting aid, evaluate the compliance of research applications related to non-economic activity with the criteria mentioned in sub-paragraph 2.1. of Cabinet Regulation, or, if commercial activity aid is granted, provide an assessment of compliance with the conditions of commercial control in accordance with Commission Regulation No 651/2014. |

At the time when the decision on granting aid is made (in accordance with Commission Regulation No. 651/2014), it shall be examined whether the research applicant and co-operation partner (if applicable) have not encountered financial difficulties in accordance with Article 2 (18) of Commission Regulation No 651/2014 |

Provision of advisory and methodological support |
Provide advisory and methodological support to research applicants at all stages of the implementation of the research application. |

Information and publicity activities |
Organize information and publicity activities on the implementation of research applications. |

Organize conclusion of contracts with research applicants for the implementation of research applications. |

Planning and allocation of funding |
Ensure the planning and allocation of funding necessary for the implementation of research applications. |

Ensure that the conditions of Regulation 2018/1046 Article 61 are followed in the process of internal selection of research applicants, if the research applicant carries out the internal selection of applications. |
